A new concept of topological organization microstructures that maintain the ultrastrong coupling two-level systems to a photon field and have topology network (graph) with power-law node degree distribution has been proposed. phase transition superradiant state, which leads formation two dispersion branches polaritons is accompanied by appearance nonzero macroscopic polarization systems, studied within mean theory. It found specific behavior such system depends on statistical characteristics structure, more precisely, normalized second moment $$\zeta \equiv \langle {{k}^{2}}\rangle {\text{/}}\langle k\rangle $$ degrees. shown Rabi frequency can be significantly increased in anomalous regime where ζ increases significantly. The multimode (waveguide) structure interaction between matter this establish coupling, primarily responsible for high-temperature transition.
